Introduction

Victorias is classified by law as the 4th class component city. It means, it has an annual income between P500,000.00 to less than P1 Million. Here's a quote from PD 465: 

"SECTION 1Classification of Provinces and Cities. — Provinces and cities, except Manila and Quezon City, are divided into five main classes according to their average annual income during the last four fiscal years, as follows:
  1. First Class. —The provinces and cities that have obtained an average total revenue of three million pesos or more per annum.
  2. Second Class. —The provinces and cities that have obtained an average total revenue of one million five hundred thousand pesos or more but less than three million pesos per annum.
  3. Third Class. —The provinces and cities that have obtained an average total revenue of one million pesos or more but less than one million five hundred thousand pesos per annum.
  4. Fourth Class. —The provinces and cities that have obtained an average total revenue of five hundred thousand pesos or more but less than one million pesos per annum; and
  5. Fifth Class. —The provinces and cities that have obtained an average total revenue of less than five hundred thousand pesos per annum.

My comment: 

I'm not sure if the city needs to be reclassified. I think it has achieved higher in terms of annual income. However, this is just my perception. Let's wait.

The rise of Victorias as a city has created so much vibrancy in and around the neighboring towns and cities. This emerging city has attracted investors in economic and educational activities, as well as workers and people to make Victorias as their postal address, so to speak. 

Several factors or reasons can be attributed to the vibrant economic activities of Victorias. In my experience as a planning officer, these factors can be - political will, good leadership, good governance, efficient land use, and a well-trained workforce, among others. 

Victorias City has a collection of schools, colleges and universities, and a developing infrastructure facility that influence the vibrancy in the movement of people, products, and services, among others. 

In the city, there is a state university called CPSU or Central Philippines State University. University of St. La Salle has a branch there too. Colegio de Santa Ana Victorias is another growing educational institution that offers in demand courses.

My comment: 

In my POV, Victorias is becoming a "service center" not only of the neighboring towns and cities in Negros Occidental but also of the neighboring towns across Guimaras Strait, the towns of Ajuy, Banate, and Barotac, among others. But more than this, the economic development of Victorias can "radiate" or connect with the economic and tourism activities of the towns of Concepcion and Carles, the "gateways" to Islas de Gigantes and Sicogon Island, etcetera.  

Now, the presence of two national government's agencies - the SSS office or the Social Security System and the Bureau of Internal Revenue or BIR in Victorias City is an attraction to the residents of the city and the neighboring towns and cities to go to Victorias and do their business in these national offices. Making my point clearer that Victorias is becoming a "service center" in this part of Negros Occidental. 

The Port in Daan Banwa also provides sea transport in order to transfer goods, services and passengers from Victorias City to Ajuy, Iloilo and the neighboring towns and cities thereat including Roxas City, which is near the Culasi Port, Ajuy, Iloilo. 

The City's Economic Enterprise

With political will and good leadership, the City of Victorias improved the landscape of the city by using its lands to establish the Victorias City Resort, Victorias Coliseum, and The Victorias Hotel. 

The city's land use has changed from agricultural to commercial as well as residential purposes when housing project was opened along the Osmena Avenue, and other strategic land areas of the city.

Now, we're done with the introductory part of Victorias City. 

Let me talk about the newest addition to the effective land use initiative of the city, the Victorias City Resort. I was told by the reception office of the resort and the hotel, that these (resort, hotel, and coliseum) are the projects of the city government of Victorias. 

The resort is located along the national highway or Osmena Avenue. Its neighboring landmarks are Victorias City Coliseum, and the Victorias Hotel. 

Facilities

Swimming Pools, Shed Houses, pavilions for wedding receptions, birthdays, seminars and trainings like team building exercises, meetings, and reunions among others. 

There are three swimming pools here which are dedicated for the children, another for adults, and the bigger one is for competitions. It is an Olympic size swimming pool. I provided photos of the pools hereunder.

This is one of the pavilions. This ideal for receptions like wedding, birthday, anniversary, reunions, seminar-workshops, team building exercises, and meetings, among others.

Shed houses. You can grill, sugba-sugba, and relax with your family and friends here. 

Chairs and tables can be placed here for use of visitors.

This is the "Bangga" going to Kadalag-an Village... and of course the Victorias City Resort...on the right.... from the national highway or Osmena Avenue. 
The vehicles are parked in front of Victorias Coliseum.

So, on this area of the city, the Land Use is "mixed use" - as Residential (Kadalag-an Village), Recreational (Victorias City Coliseum), Commercial (Victorias Hotel), and Agricultural in most part of this area of the city. 

Specifically, the Victorias Coliseum, Victorias Hotel, and Victorias City Resort support the thrust of Victorias as a "service center". 

Now, do you think that your next bonding moment with your family and friends will be held here in Victorias City Resort, and Victorias Hotel? 

"Ako ya ga plano na kon mag inabot mga anakis ko. Kamo ya?" Try nyo.

How to get there? 

From any point of Negros Occidental, you can ride the Ceres Bus and tell the "Konduktor" you will disembark at Victorias City Coliseum, that is along the national highway. A few meters of walking down the road, you will find the resort. Easy, right? 

You can also use your GPS to locate the resort. 

My comment: I suggest you call the resort or message them if you will go with a big group and reserve your Shed House, Pavilion, or Hotel.

Victorias Hotel is part of the three facilities located within one area, that is along the national highway or Osmena Avenue. 

Victorias Hotel is located along the road. At the back is the Victorias Aquatic Center otherwise known as Victorias City Resort. Nearby, also located along the road is Victorias Coliseum. Please remember this landmark when you drive to the Resort or Hotel.
